ZDNet - The second best download site.

IT Pro Downloads - Has lots of small programs that are not found elsewhere. Used to be named FileMine.

NoNags - Even though it doesn't have any features, it is rated fairly highly because it has a decent categorization of many excellent programs that are completely free. The search algorithm is also very good: you should use the "boolean" (with 'and') or "exact phrase" search.

Tucows - The search algorithm does not work very well: it returns files whose description doesn't include some of the search terms. This site also lists the same program many times, which is annoying.

File32.com - This site is not listed in the table because it doesn't have very many programs, but it does have a nice interface.

DaveCentral - Searching is too difficult at this site and it didn't even list SynEdit.
